Call To Order: Mark Bollman called the meeting to order at 9:08.
 
Introduction & Announcements
Mark Bollman mentioned that our Secretary and Treasurer are absent so Lora Cox volunteered to take notes for us today.
 
 
Committee Reports and Information
 
Executive Committee
Thanks to Earl for printing the 2019 assessment invoices and Understanding Invoices info sheet for Y accounts (upstream) so they can be stuffed and mailed today. A-Team still working on N accounts (downstream) but hope to have those invoices out before end of April.
 
 
Budget & Finance
Earl Van Buskirk shared the March financial statement.
 
Following are the highlights from the financial review:
  • A-Section is at 112% of collections for the $~73k budgeted.
  • E-Section is at 120% of collections for the $~99k budgeted.
  • Total bank account balances for the corporation are $214,166.
  • Past due accounts in A-Section total $81,357.
  • Past-due accounts in E-Section total $168,473.



Collections
Referring to page 13 of the financials, Earl Van Buskirk reported that Mike Kelly has filed Chapter 13 bankruptcy and we will proceed as necessary. He now owes over $34,000.00. There are four other lawsuits coming up in Snohomish County Superior Court, but no court dates are set yet.
 
 
Legal/Ethics/Bylaws
Gary Johnson mentioned that we received five nominations for five board positions so we will not be mailing ballots this year.
 
 
E-Section Roads
Mark Bollman reported that we spread-dumped gravel and then graded from Hwy 2 to end of South Riverside Road. Dave MacFarlane mentioned there is a culvert on the narrow section of the access road that is collapsing at both ends. 
 
 
A-Section and USFS 6020 Roads
Earl reported that many community members wrote to the USFS regarding Jamie Kingsbury’s demand to remove the yellow gate. Earl, Mat, Mark, and the attorney met with Forest Service personnel on March 29th and Jamie subsequently wrote another letter repealing the USFS demand to remove our gate. Mat and Earl will meet with Joe Neal again to work out access arrangements and a road maintenance agreement.

Gate Vandalism
Mark Bollman reported that MIR has filed two police reports with the Snohomish County Sheriff: (1) Amanda Rode and Sherry Cornelius bent the actuator arm and cracked the welded bracket on the green gate; and (2) Jeremy Bogdin knocked over the exit keypad post, breaking wires and conduits, and then dumped junk tires on the access road. We will need to sue these individuals for the costs of repairs when we receive invoices from Universal Equipment. 
 
Victor Stocking also damaged the yellow gate; a report was filed with the Sheriff and Victor confessed to the Sheriff. Dave McFarlane mentioned that the people who are doing the damage are often not property owners. Earl suggested a community effort to start a writing campaign to the prosecutor’s office. Gary volunteered to follow-up with the prosecutor’s office.
 
Annual Meeting of Property Owners
The annual meeting will take place May 4th at 10:00 a.m. at the Index Fire Station.
