Board of Directors Meeting
Board members present: Mark Bollman, Carrie Byrne, CJ Holmes, Earl Van Buskirk, Mat Williams
Board members absent: Julia Akin, Mark Haenlein, Patty Harbaugh, Gary Johnson, Don Larsen, Dave MacFarlane
The Board lacked a quorum for this meeting, therefore no motions were presented for a vote. Committee updates and announcements were still provided.

Committee Reports and Information
Executive Committee
Earl Van Buskirk reported that the committee is working on getting assessments out to owners. They should go out in the mail in approximately two weeks. Assessment invoices for 2016-17 are due May 31, 2016.
Budget Status Report
Earl Van Buskirk presented the March 31st Balance Sheet and Profit & Loss statements. Total bank balance = $68,186
The following budget highlights were shared:
• Accounting costs to MIR this year are less than half of what they were last year
• Attorney’s fees this year are significantly higher due to foreclosure activity and private easement work; some of that money is getting returned by owners paying to dismiss foreclosure proceedings
• E-Section is making consistent progress in paying off the debt to Acrow and owners who loaned money to pay for the Canyon Falls bridge
• During the month of March, E-Section collected $5568 in assessment payments for 2015-16; A-Section collected $330 for the same period
Collections Committee
The committee reported that MIRCC was recently awarded default judgments, which will require additional work performed by a collections attorney. Adams & Duncan does not perform collections work; instead, the Board is working with another attorney in Everett that provides collections service.
Shiotani settled foreclosure proceedings by paying assessments and interest of $3,310 plus attorney fees of $2,591 for a total of $5,901.
E-Section Roads
Pothole filling efforts for the main road have been significant and greatly improved the driving condition of the road. Volunteers to be thanked for this work are Dave MacFarlane, Paul Hery, Tom Boullioun, and Mark Bollman.
Canyon Falls to US-2
Earl Van Buskirk reported that the gate is working well and he is working with G-Section to bring costs down for access road maintenance.
The road committee has connected G-Section with Paul Hery to provide work on the access road. He’s a community member and is interested in providing the best quality job for the greatest value to MIRCC. Paul will be doing the road work on the access road from this point forward.
A-Section & USFS 6020 Roads
Mat Williams reported that the committee has lost a group of volunteers for road maintenance that has helped to offset maintenance costs. The committee wants to get the word out to ask volunteers to help fix the roads, otherwise road expenses will go up.
The gate at the guard shack is nearly ready to be operational. It’s on the near-term agenda to be up and running.
Some road work and ditching is critical in key areas of A-Section road. Ahead of the archway and a little past it, the road is starting to slump. The committee plans to contract Michelle’s Landscaping to put matting on the road to stabilize the surface. Ditching is also needed.
The committee still has plans to schedule grading, crowning, putting asphalt in and rolling the road in A-Section. Mat Williams indicated he’d like to get it done at once and ahead of the summer season.

New Business
Carrie Byrne reported that she had March meeting minutes posted to the MIR website.
Mark Bollman reported that Mr. Adams wants to give a lot to MIRCC at the back of Alder Loop.
A-Section road committee agreed to assess each owner on Sertz, Payton, and Loop Road a $50 side road fee in the 2016-17 assessments.
As of the Board meeting, seven people have nominated themselves for open Board positions. Mark Bollman suggested that one A-Section and one E-Section Board member without an interest in the voting outcome be asked to count ballots at the annual meeting.
