Board of Directors Meeting
Board members present: Mark Bollman, Lora Cox, Rebecca Davis, Kathleen EckartLove, CJ Holmes, Gary Johnson, Dave MacFarlane, Christina Miller, Darcy Niedermeyer, Mat Williams

Call To Order: Mark Bollman called the meeting to order at 9:05 AM.
Opening Remarks and Announcements (Mark Bollman)
Board members and guests were emailed today’s Agenda. Lora won’t be able to zoom with us next month so we will need a volunteer to take notes at the September meeting.
Executive Committee Report (Mark Bollman)
Executive Committee members include our president, vice president, and secretary; we don’t have a treasurer. Board members are invited to join the Executive Committee for a special discussion about collections after this meeting adjourns.
Budget Status Report (Mark Bollman)
Our fiscal year runs May 1 through April 30 so July 31 was the end of First Quarter. On August 1 we mailed third reminder statements to everyone who had not yet paid this year’s assessment. 118 property owners currently owe the corporation a total of $288,543. Year-to-date income = $120,219 and expenditures since May 1 = $34,817. Current bank account balances total $240,369.

Roads Downstream (Mat Williams)
The asphalt chip project is almost finished, with just a little more work to do on a few bumps. For the most part, the road through the community is in excellent shape. The chips applied to the road are starting to set up, and it looks like putting down the chips is going to work out. The Forest Service road is always beat up because of the hikers. We’ll work on Forest Service road washboards and fill a few of the potholes.
Roads Upstream (Dave MacFarlane)
After last weekend’s rain, Paul got the grader out and knocked down some of the washboards on the road surface from Highway 2 to Deep Woods Road. Community volunteers collected six hefty bags of litter and donated the dump fee to dispose of them.
Green Gate (Mark Bollman)
Scott Meeds deliberately crashed the green gate with his Ford pickup truck at 5:30 a.m. on July 30, leaving residents trapped inside. The Sheriff has gate video and pictures with the police report. Universal Equipment repair invoice = $1,669.21. We filed suits in Evergreen District Court for both the Peterson and Meeds cases, but they have not been served yet.

Darcy said that Mark Haenlein installed a new bulletin board by the Canyon Falls bridge for the Upstream community. He donated his labor and has turned in his receipts. Darcy said she has already seen people using the bulletin board and she thanked Mark for putting it up.

Discussion Topics
- Peter Spoerl asked for clarification on the difference between Upstream and Downstream. Mark defined the difference, noting that the landslide that cut the community in two is the separation point for the two sections. Upstream is the part of the community in an easterly direction from the landslide and is accessed through the Green Gate; Downstream is the part of the community in a westerly direction from the landslide and is accessed through the Yellow Gate.
- Mark Bollman reported that DHA Surveyors will send a Scope of Work and not-to-exceed cost estimate to locate 19 center-line monuments for 50' wide South Riverside Road from Deep Woods to Sky Loop. This could be a useful expenditure for the Board of Directors to consider to help address parking problems and several possible encroachments in this side-road area.
- Rebecca asked if there would be any value in doing something similar for the Downstream section. Mark suggested waiting to see how it works out with the Upstream section.
- Dave MacFarlane expressed concern that people outside the community are posting to social media about coming to the community to visit Canyon Falls. Are people who are parking on the Gerend’s property guests of the Gerend’s, other property owners, or are they trespassing? Is it OK to park on the historic Zahler Road?
- Don Gerend, who owns a common interest parcel along Canyon Falls across the access road, joined the discussion and noted the boundaries of his property. His property is contiguous with the 5 acres by Canyon Falls. There are four property owners who own the large parcels in proximity to Canyon Falls. The railroad easement is part of Gerend’s property.
Darcy showed a map which highlighted the acreage that Mr. Gerend referred to.
