Call To Order: Mark Bollman called the meeting to order at 9:00 AM.
Opening Remarks and Announcements (Mark Bollman)
Before we get started, Mark announced that Christina resigned from the board subsequent to selling her property in MIR. She wanted to tell the board herself and thank the board for all it does, but she is unable to join us for this meeting.
Board members and guests were emailed today’s Agenda and Treasurer’s Report. There are 9 board members present but president doesn’t vote so we’ll be looking for 8 votes today.
Executive Committee Report (Mark Bollman)
Executive Committee members include our president, vice president, secretary, and treasurer. Annual assessments were due May 31. Reminder statements were mailed again on August 1. Steven Stocking paid $5,784.69 for the cost of replacing the yellow gate he wrecked so we dismissed our small claims court case against him. Frank Montgomery has been served and the first hearing is scheduled for August 19 in Evergreen District Court. SLK Accounting is working with CPA Tom Walker to file our corporation’s annual report for the IRS.
Treasurer’s Report (Darcy Niedermeyer)
BoA Bank Balance July 31, 2022
Downstream: $125, 980.07
Upstream: $61,778.41
Income from annual invoices:
Downstream: $4,505.64
Upstream: $17,517.99
Note that 80% of upstream and 73% of downstream invoices have been collected. Thank you. Remember outstanding invoices have interest and statement fees added.

Collections Update / Legal (Gary Johnson)
The Collections Committee is scheduled to meet again September 13th to review active cases and discuss next steps. Gary Johnson also reported that he is getting close to closing out the Greg Parks estate account. When he does that, he will send MIRCC a check for $9,571.00. The total paid to MIRCC will be $22,029.00, since another check for the balance of $12,458 was already sent to MIRCC.
Roads Upstream (Dave MacFarlane)
Road Committee Chairman David MacFarlane is out of town but Mark Bollman reported that the brush whacking machine mowed both sides of the main road from Highway 2 to the vend of South Riverside Road. Snohomish County crews are spraying the knotweed in our neighborhood.
Green Gate (Mark Bollman)
The gate will be removed for a few days to go to the shop and get painted. Will also add a bumper and new lights before we bring it back.
Roads Downstream (Mat Williams)
The road is in great shape. Mat acknowledged and thanked a community member who came in and cut a tree that was leaning across the road by the archway.

Lora Cox: “Motion to approve the July meeting minutes and post on the web site.”
The motion was approved unanimously.

New Business
Gary had planned to bring a motion to the board on behalf of a property owner. But the property owner was not able to join the meeting. By unanimous board consent, the motion will be tabled until the property owner can attend the meeting.
Discussion Topics
Mark Bollman reported that he received email inquiries about why the second yellow gate is located where it is. Anyone want to consider moving the gate down the hill beyond Scott Dale’s property?
No one attending the meeting had anything to contribute to this topic.
John Provazek has been making regular $100/month payments on his wife’s past-due account. He was unaware that delinquent accounts are charged interest and monthly statement fees and he indicated to Mark Bollman via text that he would like to discuss this account with the MIRCC Board of Directors. Mr. Provazek did not show up for the meeting, so there’s not much to discuss.
Road Committee Chairman Mat Williams mentioned concerns about encroachments on downstream roads. One property owner has planted some trees which seems to encroach on the road. There was general agreement that it is incumbent on the property owner to secure a survey to assure he is planting trees on his lot and not on MIRCC’s property.
