Board of Directors Meeting

Opening Statement: Mark Bollman hosted this virtual meeting via Zoom with 40-minute time limit. Board members and interested property owners were emailed the agenda and budget status report.

EXECUTIVE COMMITTEE REPORT
Executive Committee members include the corporation’s president, vice president, treasurer and secretary. Thanks to Kathleen’s kids for mailing reminder statement for all past-due accounts. Carrie reported that our new web site is live now.

JULY MEETING MINUTES
Secretary Lora Cox was not on-line with us today but Mark Bollman reported that July meetings minutes were circulated via email and posted to our new web site. No corrections or additions were needed.

BUDGET STATUS REPORT
Carrie Byrne screen-shared the Financial Report for July 31, 2020. There were no expenditures reported other than the regular monthly payments to individuals who loaned funds to purchase Zahler Road. Other highlights included:
July income:
  • $48,830 - Total
  • $29,355 - Upstream
  • $18,210 - Downstream
  • $1265 - Unclassified income (will apply to Downstream)
Attorney Payments and Reimbursed Lien Fees - $1,394
Checking account balances:
  • $94,573 - Downstream
  • $111,636 - Upstream
YTD collection rate against budget:
  • 71% - Upstream
  • 63% - Downstream
Aging summary of past due accounts:
  • $138,408 - Downstream
  • $220,481 - Upstream
Checks paid:
  • None for Downstream
  • $4,246 - Access road loan payments (Upstream)

COLLECTIONS
Gary Johnson reported that Snohomish County Superior Court Judge Richard T. Okrent signed a Judgment for $21,794.58 against a delinquent upstream property owner. This judgment includes attorney’s fees several times the amount of the original debt, demonstrating the importance of everyone paying assessments promptly to avoid unnecessary legal expenses. Next steps could include foreclosure and sheriff’s sale if necessary.

PUD and CFHOA
Earl Van Buskirk is working on agreement with PUD and easement for CFHOA property owners, more details next month.

UPSTREAM ROAD REPORT
Dave MacFarlane reported that upstream roads are fine, gravel is stockpiled for pothole filling, and it’s time for brush-whacking machine to come.

DOWNSTREAM ROAD REPORT
Mat reported that the roads downstream are in excellent shape for the most part.

OTHER
There were no other reports or discussion topics and no new business to vote on this month.
