MIRCC Community Improvement Committee.
Amended Articles of Incorporation, abbreviated. See full articles on the website: https://www.mountindexriversites.com/uploads/1/3/2/2/132215372/mircc_amendedarticlesofincorporation_2009.pdf
"THIRD: MIRCC may seek voluntary membership for the secondary purposes of the Corporation described below, including payment of such dues and membership fees as are prescribed by the by-lays of the Corporation."
Purpose: “MIRCC’s secondary purposes are to acquire, maintain and conduct buildings and property and activities for a community life and center at the Mr. Index Riversites as above described; to engage in educational and recreational facilities for members; to acquire other property and to construct buildings for such purposes; to foster and promote good citizenship among its members; to promote and foster educational, recreational, physical and social activities of its members and their friends; to engage in such activities as shall raise the standards of civic morality and community welfare.” Amended Articles of Incorporation, Oct. 3, 2009
Interpretation: The above shall be interpreted to include and refers to the “cleanup and beautification of the community” as a way to promote good citizenship and community welfare.
Status: As of current, MIRCC owns several pieces of property with river access in both the downstream and upstream sections. MIRCC also has a cash balance of monies dedicated to Community Improvement as stated on the financial report separated into both the downstream and upstream accounts. As of Nov 30, 2020 the downstream account has $1711.40 and the Upstream account has $926.00
ACCEPTED BY MIRCC BOARD - Proposal: I would like to propose that we use the current funds to improve the property that we currently own, as per the purpose above. Considering the small amount of money available we would only be able to fund small projects, on a limited basis until the money is gone.

- I would use a form (see below) to be listed on the MIRCC website to gather suggestions for projects that our owners would like to plan, manage and run that would improve our community.
- I would have a dedicated email address, probably a Gmail account that the form would go to, and that the member can communicate with this committee. Ex: Community-Improvement@gmail.com. The email address would be accessible by all MIRCC BOD members to review and respond as needed. An auto reply email would respond to members that we will be presenting their idea at the next board meeting.
- All projects would be detailed in advance to include: projected costs, people needed, date of project, etc.
- Costs would be reimbursed by receipts submitted for supplies. No reimbursement for labor.
- Should it be suggested, and decided that we need a community building (as suggested in the purpose), and additional funds would need to be raised, a special committee will be formed, and decide very specific rules and outlines. This scale of that type of project is outside of the purpose of this proposal.
- Should we want to collect more money to fund this adventure, we would need to add a line item to the annual road due invoice for donations. That can be proposed and discussed in the future if the community requests it.
