Call To Order: Mark Bollman called the meeting to order at 9:05 AM.
Opening Remarks and Announcements (Mark Bollman)
Board members and guests were emailed today’s Agenda and Treasurer’s Report. There are 11 board members present but the president doesn’t vote so we’ll be looking for 10 votes today.
Executive Committee Report (Mark Bollman)
Executive Committee members include our president, vice president, secretary, and treasurer. Darcy has been working with Stivers Accounting &
Bookkeeping to get everything set up just right in the new QuickBooks. Our next big effort will be calculating how much we need to assess ourselves for the 2023-24 fiscal year which starts May 1. We also need to mail out the letter to all property owners soliciting candidates to serve three-year terms with the Board of Directors. Nominations should be due April 1 to allow time to mail out ballots before the annual meeting of property owners in May.
Treasurer’s Report (Darcy Niedermeyer)
From Balance Sheet:
Downstream checking: $ 120,454.51
Upstream Checking: $ 62,386.65
Collections Update / Legal (Gary Johnson)
We continue to have collection success in a slow but steady process. This week we got an Order of Default and Default Judgement from Snohomish
County Superior Court in the amount of $12,103.45 against an upstream property owner. The order includes foreclosure and authorizes sending the
property to a Sheriff sale if the owner does not pay the judgement in full.
It was noted that some in the community have the perception that the MIRCC board routinely buys and sells property. This is not accurate. On
occasion the collection process results in a sheriff’s sale but this is a rare occurrence and collection actions usually resolve short of this step.
Gary will follow-up with the attorney next week regarding the deed to the Martel property.
Negotiations with Canyon Falls Homeowners Association for easements in G Section and on the access road from Highway 2 appear to be close to
completion. The CFHOA is reviewing the final documents with their attorney.
Roads Upstream (Dave MacFarlane)
Dump truck brought gravel and tractor fixed potholes. Paul filled a large sink hole on Mt. Index River Road but reported there is still a long one-lane
slump and other serious problems on this side road that only has nine owners to pay for it. We ordered new planks for the railroad overpass
bridge too.
An unlicensed black Dodge SUV was abandoned upside-down in the ditch off the Access Road. Bates Brothers Towing sent a boom truck to winch it out and took it to the impound yard.
Dave mentioned that Paul has yet to do the ditching. It would be good to get the ditches cleared out before the spring rains.
Darcy suggested putting signage before the bridge that the continuing Mt. Index Road is now a Dead End. Mark responded that he had already
ordered and received signs prior to the snowstorm but they are still in his garage. He will put those signs up now that the weather has improved.
Red Gate (Mark Bollman)
No problems to report.
Roads Downstream (Mat Williams)
Downstream roads are in good shape. Guy has been trying to stay on top of the potholes. We are dealing with regular winter maintenance. There are
no problems with the gate.
