Board of Directors Meeting
Board members present: Mark Bollman, Lora Cox, Rebecca Davis, Kathleen EckartLove, Travis Ferguson, Gary Johnson, Dave MacFarlane, Christina Miller, Darcy Niedermeyer, Mat Williams

Call To Order: Mark Bollman called the meeting to order at 9:05 AM.
Opening Remarks and Announcements (Mark Bollman)
Board members and guests were emailed today’s Agenda. We only have one motion to vote on, so this should be a short meeting today.
Executive Committee Report (Mark Bollman)
Executive Committee members include our president, vice president, and secretary; we don’t have a treasurer. All checks received at Box 177 have been deposited and payments received by June 30 have been posted in QuickBooks. Special thanks to Kathleen and her kids for mailing reminder statements to all the delinquent property owners who have not yet paid this year’s assessments.
Budget Status Report (Mark Bollman)
Mark offered to ask SLK Accounting for help preparing a complete Budget Status Report for First Quarter of our fiscal year to be available before our August 14 business meeting.
Collections Update (Gary Johnson)
Nothing to report this month.
Canyon Falls (Gary Johnson)
Gary and Earl are working with Inslee Best to begin formalizing documents for the agreement with Canyon Falls Homeowners Association.
Roads Downstream (Mat Williams)
We are almost complete with major road maintenance. We need additional asphalt grindings to complete the project. We will regrade and compact the entire roadway after we are satisfied all road surfaces are uniform.
We had an issue with people digging a path around the gate and under the ecology blocks along Mt. Index River Road just past the gate for unauthorized motorcycle access. In that location, there is no camera and therefore no video footage. We know who did this and are working with the Sheriff Department to get them prosecuted for vandalism of private property.
Roads Upstream (Dave MacFarlane)
Gravel dump truck and grader made major improvements on Yunkus Road. New crushed rock was also delivered to Wits End Road and Mt Index River Road.
Green Gate (Mark Bollman)
Gary said he will follow-up with the Snohomish County Sheriff Department and the prosecutor from the time Ryan Peterson damaged the green gate.
Other Reports & Information (one minute, please)
Darcy relayed Mark Haenlein’s proposal that was received just before the meeting convened. Mr. Haenlein wants to construct a community bulletin board to be used for MIR and property owner announcements. It would be similar to the bulletin board located at the entrance to the Downstream section. He suggested a two-post structure approximately 4’ wide, made of pressure treated lumber and a metal roof. He suggested placing it in the open area before crossing the bridge. He estimated $250 for the cost of materials. He would donate roofing material and organize construction and placement.
Darcy thinks it is a great idea, and there is money available.
Darcy Niedermeyer: “Approve the community development project proposed by Mark Haenlein and reimburse him for the cost of materials which would be approximately $250.”
Gary Johnson seconded the motion.

Gary Johnson: “Move to consider motions to fill board vacancies per Paragraph 4.9 of our corporation’s Bylaws at our August 14 business meeting.”
Gary clarified that the bylaws require that the board be notified 10 days before any election is held to fill a vacancy. This motion serves that purpose.
The motion was approved unanimously.

Discussion Topics
Dave asked about gate codes for nightly rentals and the possibility of people returning to MIR when not actually renting. Board members responded that this hasn’t been a problem to date but the codes are temporary and can be changed if they are used when not authorized.
Parking and River Access. Over the July 4th weekend, there were lots of people in MIR, some of whom parked on the road. The access road, (the old Zahler Road) to the Upstream section needs to be kept clear of cars. Mark has a flyer that can be put on cars to tell them they are parked without permission on real estate owned by MIRCC. The roads are for access, not for parking.
