Board of Directors Meeting

Call To Order:  Mark Bollman called the meeting to order at 9:04 AM. 

Opening Remarks and Announcements  (Mark Bollman)
Board members and guests were emailed today’s Agenda and Budget Status Report.  We did not meet in October so today Lora will ask us to review and approve the September meeting minutes.  There are 12 board members present but the president doesn’t vote so we’ll be looking for 11 votes today.


Executive Committee Report (Mark Bollman) 
Executive Committee members include our president, vice president, secretary, and treasurer.  Darcy Niedermeyer volunteered to serve as our treasurer so we can spend some time today reviewing year-to-date income and expenditures.  We also have an updated list of past-due accounts we need to discuss in Executive Session.

 
Treasurer’s Report (Darcy Niedermeyer)   
 Darcy presented a fiscal year-to-date summary of her first Financial Report as our Treasurer.   The report is easy to read.  Highlighting the columns with different colors is very helpful to easily differentiate Upstream information from Downstream information.   The report was well received by board members, many of whom thanked Darcy for stepping up to fill this very important position. 
















Collections Update
  (Gary Johnson)
We had a significant success this fall.  We foreclosed on the Martel property which went to a sheriff sale before going to a tax auction sale. The property will be put on the market after the redemption period is over next year.   Mr. Martel owed $13,000 in delinquent fees; the property is assessed at $40,000. 
 
We have been working with the attorney to develop a tool to track the status of each matter or case that they are working on.  This tool will help keep track of the status of each case.  

 
Roads Downstream (Mat Williams)
For the most part the roads downstream are in excellent condition.  A culvert on the Forest Service road by cable drop desperately needs to be replaced because water is infiltrating around from all the breaks.  As a result, the roadway is being undermined.  However, it is Forest Service road, not MIRCC road, and there is not much we can do until the road collapses.   Mat has talked with Joe Neal from the FS who in turn has talked with other FS officials.  Representatives from the FS have been out and inspected the road.   There may be some problems later in the winter if this part of the road fails. 
 

Roads Upstream  (Dave MacFarlane)
Paul used the bobcat to fill potholes from Highway 2 to the end of South Riverside Road.  He used the grader to work from Alder Loop Road to the green gate.  We’ll get a dump truck of road gravel to replenish our stockpiles on Monday.

 
Green Gate  (Mark Bollman)
No problems to report this month.

Discussion Topics
Julia Akin
asked for more detail in budget report.  Board members indicated they were pleased with the current format.
She asked why the survey was done from S. Riverside Road to Deep Woods to the end.  Mark reviewed for Julia the summary of the discussion from the September meeting and referred her to the minutes from that meeting for more detail.
 
Eddie Moulaison is a property owner with rental guests who come in and sometimes get thwarted at the green gate.   Guests can incorrectly input the codes and get stranded at the gate.  When they call the phone numbers listed on the sign, there is often no answer.  Mark said there are three numbers at the gate, one for him, one for Paul, and one for Earl who is no longer on the board and so his number will be removed.  People should call if there are functional mechanical problems with the gate, not access code problems.  Property owners are responsible for ensuring that guests have proper access information.
 
Earl VanBuskirk asked about status of the survey from Deep Woods to the end of South Riverside Road.   Mark responded that a survey crew came out and put markers in the center of the roadway.  On each side of the road are sticks to guide people to the pegs.  The pegs can be almost anywhere: in the ditch, on the shoulder, or on the road we drive on.  The field work has all been done and the surveyor is drawing a map to help us find each of the pegs.  It is up to us to find the markers and draw the road with orange paint.  The surveyor has done the fieldwork but hasn’t done paperwork.
 
Peter Spoerl asked about the status of discussions with Don Gerend about his property.  Don indicated he is ready to begin discussion so Gary and Peter will contact him.
